County Democrats hope to stall any further attempt by the Navy to conduct electronic countermeasure training, along with the thousands of overflights by the Growlers. The resolution, if successful, would force the USFS, now fully aware of this public controversy, to take no further action towards permitting this military activity until the Navy provides a full independent Environmental Impact Statement (EIS).
On Tuesday, November 18, after a public outcry from Olympic Peninsula residents that the Navy and the Forest Service had acted in bad faith by circumventing their responsibility to inform and receive official comment from the local citizens regarding the full range of impacts of expanding EA18G Growler electronic warfare training over the Olympic National Forest and vicinity, Jefferson County Democrats met in a special membership meeting unanimously passed a resolution highly critical of the Navy and Forest Service in their failure to adequately inform and consult with the public as required by the National Environmental Policy Act of 1969 (NEPA).
